據(jù)臺灣媒體報(bào)道，臺灣行政機(jī)構(gòu)負(fù)責(zé)人江宜樺15日晚間18時(shí)許召開記者會宣布，臺灣方面啟動對菲律賓第二波8項(xiàng)新制裁措施。

Jiang said the Philippines has not shown sufficient sincerity and has been oscillating in its handling of the case, making it necessary for Taipei to take further action, Taiwan media reported.

臺灣媒體報(bào)道，江宜樺表示菲律賓未表現(xiàn)出足夠的誠意，并且在處理事件時(shí)搖擺不定，臺北方面認(rèn)為有必要采取進(jìn)一步行動。

菲律賓公務(wù)船對臺灣漁民掃射，導(dǎo)致一名漁民死亡事件引發(fā)了目前已持續(xù)一周的dispute/confrontation（爭議/沖突）。在第二波制裁開始之前，臺灣地區(qū)領(lǐng)導(dǎo)人曾對菲律賓發(fā)出72小時(shí)最后通牒（72-hour ultimatum），要求菲方正式、有誠意地作出回應(yīng)，否則，8項(xiàng)反制措施便會到時(shí)生效

臺灣方面采取的第二波制裁措施（second wave of sanctions）包括：發(fā)布菲律賓旅游警示燈號為“紅色”，不鼓勵(lì)赴菲律賓旅游或洽公（issuing a red alert on travel to discourage Taiwan people from traveling to the Philippines or doing business）；停止高層交流與互動（suspension of high-level exchanges between the two economies）；停止菲方經(jīng)濟(jì)交流、推廣和招商活動（suspension of economic exchanges）；停止農(nóng)漁業(yè)合作事項(xiàng)（suspension of fishery cooperation）；停止科技研究交流和合作計(jì)劃(suspension of science and technology cooperation)；停止航權(quán)談判（suspension of bilateral aviation negotiations）；停止菲律賓人士用“東南亞五國人民來臺先行上網(wǎng)查核”免簽措施（removing the Philippines from Taiwan's visa-waiver program）；防務(wù)部門及“海巡署”在相關(guān)海域辦理聯(lián)合海上操演(carrying out a joint marine drill with its coast guard patrol vessels in waters off southern Taiwan)。
