新規(guī)禁止網(wǎng)貸平臺設立資金池(cash pool)、吸收公眾存款(absorb public savings)或為借款人提供任何形式的擔保(provide any form of guarantee for borrowers)。根據(jù)新規(guī)，個人借款人在單個網(wǎng)貸平臺的借款上限為20萬元，在不同平臺的借款上限為100萬元。新規(guī)還要求網(wǎng)貸平臺通過合格的銀行業(yè)機構(qualified banking institutions)存儲、管理客戶資金并準確、及時地披露借款人、融資項目和平臺運營的相關信息(disclose information on the borrowers, financing projects and platform operation accurately on a timely basis)，以更好地保障客戶的資金安全(better ensure the clients' money safety)。
