 城鄉(xiāng)差距 rural-urban divide

去年以來，受國際金融危機(jī)影響，中國經(jīng)濟(jì)下行壓力加大，就業(yè)形勢不容樂觀。全國政協(xié)十一屆二次會議開幕前，全國政協(xié)委員們紛紛提交提案，圍繞國家大事和人民群眾普遍關(guān)心的問題積極建言獻(xiàn)策。

Zhao Xijun, deputy dean of the school of finance of Renmin University of China, said: “Any further measures taken by the government to address the current challenges should also consider the global economic situation and the specific circumstances of provinces and regions.” Border trade, employment and the rural-urban development divide are also high on the agenda of political advisors, Zhao said.
中國人民大學(xué)財政與金融學(xué)院副院長趙錫軍說：“政府為迎接當(dāng)前挑戰(zhàn)采取任何深入措施時應(yīng)當(dāng)考慮到全球經(jīng)濟(jì)形勢以及各省、地區(qū)的具體情況。邊境貿(mào)易，就業(yè)以及城鄉(xiāng)發(fā)展差距等都會成為今年政協(xié)委員們熱議的話題?！?/p>
上面的報道中，rural-urban development divide就是“城鄉(xiāng)發(fā)展差距”，近些年經(jīng)常被提到的“城鄉(xiāng)收入差距”則是rural-urban income gap，概言之都是rural-urban divide（城鄉(xiāng)差距）。城鄉(xiāng)發(fā)展不平衡是各國工業(yè)化進(jìn)程中共有的現(xiàn)象。按照經(jīng)濟(jì)理論，經(jīng)濟(jì)發(fā)展過程中，城鄉(xiāng)差距總是先逐步擴(kuò)大，然后縮小的。中國是一個經(jīng)濟(jì)社會發(fā)展不平衡的大國，由不平衡發(fā)展走向均衡發(fā)展的過程中，本應(yīng)逐步縮小的城鄉(xiāng)差距，這些年有進(jìn)一步擴(kuò)大的趨勢。
Divide在這里做“差距，差別”講，另外也有“分水嶺，重大分歧”的意思，比如：There is a great divide between the two parties on how to deal with air pollution.（雙方在如何解決空氣污染問題上存在嚴(yán)重分歧）。
