Rice: US can have better relationship with DPRK

DAVOS, Switzerland - The United States can have a better relationship with the Democratic People's Republic of Korea (DPRK) if the issue involving the country's nuclear program is completely resolved, US Secretary of State Condoleezza Rice said in Davos on Wednesday.

"It is because America desires no permanent enemies that we can imagine a better relationship with North Korea," Rice told a plenary of the World Economic Forum annual meeting.

Rice said Washington is working to build a better relationship with Pyongyang through the six-party talks, which are also participated by China, the Republic of Korea, Russia and Japan.

But she said the DPRK must meet more obligations than disabling its Yongbyon nuclear facility, which include the provision of a complete and accurate declaration of all nuclear programs and activities.

Rice also expressed belief that the six-party talks could be used for even larger purposes, including finally ending the conflict on the Korean Peninsula, forging a mechanism for security cooperation in northeast Asia and to improve relations between the DPRK and the rest of the world.
