US, Russia agree to deal on Syria

The United States and Russia agreed on Saturday on a proposal to eliminate Syria's chemical weapons, averting the possibility of any immediate US military action against President Bashar al-Assad's government. US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov announced the agreement after nearly three days of talks in Geneva. Kerry said that under the pact, Syria must submit a "comprehensive listing" of its chemical weapons stockpiles within one week. UN weapons inspectors must be on the ground in Syria by November, he said. The goal is the complete destruction of Syria's chemical weapons by mid-2014.

Dozens dead in psychiatric hospital

A fire killed 37 people in a Russian psychiatric hospital on Friday, the second deadly blaze at such a facility this year, heightening concerns about Russia's treatment of the mentally ill and other vulnerable wards of the state. Fires have frequently claimed high tolls among residents of hospitals, schools and other state institutions over the past decade.

United Kingdom

4 charged over British Santander cyber plot

British police charged four men with trying to steal millions of pounds from Santander by hacking into the bank's computer system, they said on Saturday. Twelve men were arrested on Friday, following an operation by the Metropolitan Police's Central e-Crime Unit, over the alleged plot which centered on a Santander branch in southeast London. Four of them will appear on Saturday at Westminster Magistrates' Court. Eight others have been released on police bail pending further inquiries.

Colorado floods' death toll reaches 4

National Guard troops plucked stranded residents out of danger by helicopter and hauled them out of an inundated community in military trucks on Friday as the death toll from the worst floods to hit Colorado in decades rose to four with 172 people still unaccounted for. Taking advantage of a break in torrential rains that have unleashed floodwaters up and down the state, Guard members rumbled into the hard-hit town of Lyons through waist-high water and went door to door to pull out up to 2,000 trapped residents.
