The Xi'an Hi-Tech Zone Talent Service Center, a human resources service organ for the zone, has become a major service power for industrial development in the zone. To help enterprises move into the zone, the talent service center has provided a number of convenient services to help enterprises in human resources management.

The center first set up an investment project personnel service department among hi-tech zones in China to provide services for all investment projects in the zone. Such services can provide more suitable personnel for investment introduction projects.

The center also made great efforts to introduce high-ranking talents to the zone from other Chinese cities and foreign countries.

In 2013, the center introduced a number of high-rank talents from Beijing, Shenzhen and Shanghai. It also introduced a large number of talents specifically for a Samsung project. With an investment of over $7 billion, it is the largest project introduced to the zone so far.

The center also offered special services for foreign employees working in the zone's enterprises, helping them handle work and residence formalities and providing convenient conditions for medical care, family life and children's schooling.
