Dalian needs to strengthen its labor resource advantages in order to attract more enterprises, said Qi Shumin, a representative of the Municipal People's Congress of Dalian.

Qi said labor cost is one of the major concerns when a company decides where to settle. In order to meet enterprise demand, Dalian can make efforts to strengthen labor resource advantages. Qi also suggested that the government pay insurance expenses to reduce labor costs and attracts enterprises to settle in Dalian.
