Local residents said the village governance ordered them to cover their families' tombstones with black cloth or paint them green or black so the mountains could have a more unified color. A staffer at the sub-district offices of a village said "higher-level officials" ordered them to urge the villagers to do this, but the county government denied they had given such instructions.
