電子票據改革(diànzǐ piàojù gǎigé): Electronic note reform
The Ministry of Finance held a meeting recently in Southwest China's Chongqing to discuss the promotion of the pilot reform program for financial electronic notes, such as traffic fines, educational charges and medical treatment charges in Chongqing, Beijing and Heilongjiang province.
The pilot program for electronic note reform aims to establish an electronic financial note management system to achieve the paperless management of the entire process of electronic note management. It also wants to establish an information sharing mechanism for electronic financial notes nationwide, in order to break the information barriers and provide more convenience for the public. In addition, the electronic financial note management system could be a solid foundation for the establishment of other financial administration systems such as an electronic system for collecting governmental nontax revenue.
Chongqing launched an electronic financial note and nontax revenue management system in 2013 and the system was completed in June. By the end of July, the collected electronic nontax revenue in Chongqing accounted for 20.6 percent of the overall amount of nontax revenue payments in the city.
