The fact is the legal representative of the intermediary company is a family member of the head of the bureau. The company used the bureau's office for free and took advantage of its relationship with the bureau official to develop its business in exchange for the so-called benefits it provided the bureau officials. This was actually an illegal exchange of interests, which obviously violates the Party's regulations.

Government departments should draw clear lines between themselves and any companies and intermediary agencies they have business relations with.
