Mao Youbi assists the mayor in education, intellectual property, records, and city annals work and is in charge of safe production, maintaining stability, reporting, and micro-enterprise development. She is also in charge of municipal education bureau work, intellectual property bureau, archives bureau, local annals office, Guiyang College, Guiyang Vocational Technical College and Guiyang Nursing Studies Institute.
In addition, she handles the work of the municipal Women's Federation, Guiyang Communist Youth League, Children, and preschool issues.
