Chen Min'er, male, from Han ethnic group,was born in 1960, in Zhuji city, Zhejiang province. He started to work in 1981 and joined the CPC in 1982.

Chen graduated from the Party School of the CPC Central Committee and holds a master's degree in law.

He served as executive vice-governor of the Zhejiang provincial people's government from 2007 to 2012 and was a member of the Standing Committee of the CPC Provincial Committee of Zhejiang province.

He is governor of Guizhou province now.
