CPC pledges no pause in war against corruption

BEIJING - The fight against corruption will neither be relaxed nor end in the near future, said a document adopted at the Fifth Plenary Session of the 18th Communist Party of China (CPC) Central Committee.

The Party should be governed strictly and the rules observed, according to a proposal for the 13th Five-year Plan (2016 to 2020) for economic and social development released Tuesday.

The document pledged to cement the achievements of the anti-corruption campaign and work out an effective mechanism to stem corruption.

The proposal suggests use of the rule of law to boost development, with the Party acting under the law with an improved capability to govern the nation according to the Constitution and the law, while managing itself with Party rules.

The Party's role in legislation should be strengthened to facilitate the formulation of a complete system of laws.

While strengthening governance by law, efforts must be made to define, exercise, check and supervise power to bring all government activities in line with the law.

The document called for more reform of the judicial system. The public servants' respect and observation of the law must be improved and a social environment where the rule of law is upheld should be nurtured.

The document called for better consultation on issues of economic and social development affecting the immediate interests of the public and said ideology, ethnic solidarity and unity among Chinese both at home and overseas should be protected.

The proposal promised to seek urgently needed skills overseas, with enterprises, institutions of higher education, science and research institutes and social organizations encouraged to participate in the import of talent and human resources development.

On the social management front, the document called for greater innovation. Efforts should be made to guide the public to exercise their rights and solve disputes according to law.

The document suggested that a national database of basic personal information should be established and the social credibility system improved.

The document called for better public security with more done to raise public awareness of safety and safety risks. The national security strategy should be implemented and a national security system established.

Efforts should be made to prevent infiltration, subversion and sabotage. Terror, ethnic separatism and religious extremism should be severely dealt with.
